a) Most scientists interpret the appearance of the bears in settlements as a sign of their increasing stress and desperation for food and therefore argue for a decrease in the hunting quota.
b) Many Inuit interpret the same fact as a sign that the population of bears is increasing, and therefore argue for an increase in the hunting quota.
