A good answer will include summaries of each theory. Modernization theory argues that the solution to global poverty is to promote technological development around the world. High-income nations should help low-income nations grow economically by exporting technology to poor regions, welcoming students from these countries, and providing foreign aid. Dependency theory argues that low-income societies struggle to modernize, even if they want to. The major barrier to economic development is not traditionalism but global domination by rich capitalist societies; thus, continuing ties with rich nations will only perpetuate patterns of global inequality.
