The octet rule states that atoms will react with each other in a way that will give them eight electrons in their valence shell (outer most electron shell) making them more stable.

It's not really a rule, so much as a way to explain why atoms react certain ways. For example, we predict that oxygen will prefer to form 2 bonds because it already has 6 valence electrons and adding two bonds will give it 8 electrons in its valence shell.
