I believe it's not so much that the elderly need more water but more that they need to drink despite not being thirsty. People in general drink water based on thirst. We're thirsty, we drink water, we stay hydrated. For the most part. In the elderly, the thirst mechanism doesn't work as well. They don't feel thirsty, even if they are dehydrated, so they may skip drinking water which could lead to more problems. So the elderly are encouraged to drink despite not being thirsty.

Another issue for the elderly is decreased bowel peristalsis they need more water and fiber to keep from being constipated.
