Why did the industrial recovery program under the National Industrial Recovery Act come to an end in 1935?
 
  a. Roosevelt decided it was a failure and refused to continue it.
  b. The Supreme Court ruled it to be unconstitutional.
  c. Congress refused to appropriate more money to allow it to continue.
  d. Roosevelt abandoned it because of increasing opposition from businessmen.
