For a specific desirable trait in a breed of sheep, V P is 28.6, V G is 11, and V A is 7.2. What is its broad sense heritability?

Forgive me if I'm being ignorant, but I am now slightly confused.
 
I was under the impression that H^2 = (VG) / (VP). Both (VG(11))  and (VP(28.6))  were provided in the question, so would one not simply divide those two numbers? Where does the (VA) come into play in answering this question?

Also, in the attachment, the equation says:
(VP) = (VG) + (VE) + (2cov(GE)).
Since both (VG) and (VP) are given in the question, why is this equation being used to find (VG)?

Thank you in advance for any insight you can provide. I feel like this shouldn't be as difficult as I'm making it.
