Why was the Sherman Anti-Trust Act ineffective?
 
  A. Too few monopolies could legally be considered trusts.
  B. There was no political support from Populists or Democrats.
  C. Labor unions refused to allow manufacturing trusts to be broken up.
  D. It was a redundancy performing the same tasks as the Interstate Commerce Commission.
