Cervicle vertabrae have the vertebral foramen. They are the only vertebrae with this characteristic. The vertebral bodies are also much smaller in the cervis when compared to the thoracis.

thoracic vertebrae have very long spinous processes and are located where the ribcage is

The way I used to differentiate the cervical vertebrae from the thoracic vertebrae was pretty simple. To me, the thoracic vertebrae looks like chicken feet, as it has three processes including the spinous process. Also, the cervical vertebrae has the bifid tip on the spinous process and thats one way you can distinguish between the C's and T's.
