The WHO's definition of primary health care incorporates six principles.
 
  Two of the principles are equitable accessibility to heath services for all populations and maximal individual and community involvement in the planning and operation of health services. Another one of the principles is:
  1. provision of all health care necessary for people's lives.
  2. provision of funding to health organizations to supply a defined population with a broad range of preventive services using multidisciplinary teams.
  3. increased emphasis on services that are preventive and promotional rather than curative.
  4. provision of comprehensive health care at the point at which a client first enters the health care system.
