The role of communities in offering conferences, as found under the Youth Criminal Justice Act, differs from that found under the Young Offenders Act, in that communities:
a.   Can now become involved at an earlier stage in the judicial process.
b.   Must wait until sentencing to convene a conference.
c.   Must follow the dense statutory direction in the YCJA.
d.   Have little discretion regarding when and how conferences are convened.
e.   Must hold circle conferences only at sentencing.
