Generally, the total tax burden in the United States is much lower than that of other industrialized, developed states. This raises the question about what programs should be cut in times of fiscal stress. Europeans complain a lot less about taxes because they get a lot of benefits from the state. The United States provides far fewer benefits, not being much of a welfare state, so taxes are much more controversial.
