The world attempted to deal with Somalia as if it were a real country but painfully learned that Somalia only looked like a country. Its boundaries were marked on maps, and it had a seat in the UN, but it had slid into anarchy. Clans, warlords, and Islamic fundamentalists (a few born in the United States) battled each other as the Somali population starved and fled. Efforts to aid them often led to gun battles (“Blackhawk down”). Somalia was the best example of a “failed state,” a territory with essentially no national government.
