the repressor protein of the tryptophan operon becomes active when there is more tryptophan in the cell; tryptophan binds to the repressor, activating it and allowing it to bind to the operator site to prevent more tryptophan from being created

a nonsense mutation would result in a change of a codon into a stop codon, this shortens the polypeptide (change the amount of protein) but does not change the primary structure since the stop codon does not code for any amino acid, thus the amino acid sequence remains constant (except shorter)

For your last question, I would say that a promoter mutation would be the best answer since it does not alter the amino acid sequence, just the gene's expression level. I don't think that nonsense mutation is correct because, while it would decrease the amount of protein by mass, surely truncating the protein would count as a primary structure alteration.
