Well, a population in Hardy Weinberg equilibrium is not evolving.  Therefore, allele frequencies are likely to remain constant from one generation to the next.  By introducing or removing genes from chromosomes, or by changing one allele into another, mutations modify the gene pool.  Therefore, the correct answer is:

B:One mutated gene causes significant change across a population.
