I know the Human Genome Project sorted a little more than 20,000 genes in the human genome. Is this number considering one allele or both? Are there ~20k features (meaning ~40k opening reading frames) or ~20k actual ORFs?

Alleles count as ONE gene. So 20k ORFs. Although there are a lot of non-coding RNA genes being found recently, that will boost the numbers up..
