Were looking for a cheap easily attainable product that will allow us to mix watr with certain oils so they dont separate and can be sprayed from a spray bottle .. Im wondering if you know any products that will allow us to do this? ive heard of them as a "food grade compound" but i dont know the specific products used.. do you?

You need a suitable emulsifying agent. A web search on the term will give you loads of information. You don't say what the spray if being sprayed on, or it's purpose, so it is difficult to give further advice.
