In the Indiana state privitization example, the unevaluated simultaneous changes that took place
  during implementation included:
 
  a) New elegibility rules and increased documentation requirements.
  b) New social workers taking over exisitng caseloads, new technological demands placed on an
  outdated system, and regular required case reveiws that demanded more staff time, yet provided
  no budget.
  c) New eligibility requirements and new offices that were hard to find and not near public
  transportation lines.
  d) A new document/information system, the change of staff from state employees to private
  employees, and new ways to apply for services.
