Three of the following could be, or have been, problems with the European Emissions Trading Scheme? Which one has/is NOT?

▸ The carbon allowances were initially set far too high.

▸ It may reduce the pressure on dirtier factories (or countries) to cut their emissions.

▸ Trade in permits may lead to pollution being concentrated in certain geographical areas.

▸ Once the system was is place, the pressure was off to reduce the permitted levels.
