Who can I find that I can ask questions to regarding the topography of a region in the United States? I am particularly interested in if it is known what the lands shapes were prior to roads, buildings, etc?

A theodolite is used to measure the angles and distances between various points on the ground. The data collected is then used to create a map.

The first "true theodolite" was the built in the 16th century, so likely before then they relied on different means before building major structures like roads, etc.
