Do the start and stop codons create amino acids?

I had a question which was:
If a gene contains 600 nitrogenous bases, how many amino acids would be incorporated into the resulting protein?
 
600/3=200. Will the answer be 200 amino acids or 199 because maybe stop codon is not an amino acid?
