The equation is y=mx+b so plug in 2/3 for your slope and -3 for x and 4 for y. So u have 4=2/3(-3)+b. multiply 2/3 by -3 and get -2. Do u have 4=-2+b. Then, you add 2 to 4 and get 6=b.

you use point slope form

y - y1 = m(x - x1)

y - (-3) = (2/3)(x - 4)
y + 3 = (2/3)x - 8/3
y = (2/3)x - 17/3
