PART I: Essay question (500 words)
Taxes are a necessary evil. They distort prices, they can be unfair, and for many people they
are time consuming. Yet we need taxes to pay for government and the vital public services it
provides us… they are the price to pay for a "civilized society". In your opinion, will we ever
conceive an optimal tax system that is at the same time: efficient, fair, and simple?

There are already many programs in place to optimize tax collection, and to make it easier for the taxpayer to cope with and understand where there many is going. Generally, to optimize the tax system, the government must collect taxes proportionately to the taxpayer's income level, and their ability to pay. Governments must ensure that programs are put into place where the individual or business owner can pay small portions of their yearly taxes throughout quarters of the year, or monthly. This, in effect, would discourage overspending, and prevent the taxpayer from not being able to afford what they owe to the government. In addition, taxpayers need to understand how tax rules work so they understand the effect of the rules on various transactions and can comply. If these rules are not made available, taxpayers may end up paying too much or too little by over claiming expenses, creating a problem for all taxpayers. Every year, taxes are due at a specific date, this ensures that taxes are paid on-time, and in ways convenient to the taxpayers. This leads us to the filing system already set in place; while most people opt into hiring an accountant, our current system allows us to file our own taxes if we simply follow the steps outlined in the tax documents we receive.

I think the major problem that plagues our tax system is the unfair or equitable treatment of paying taxes proportionality to one's income level. We often read about multi-billion dollar companies getting away with not paying taxes due to loopholes discovered in the system. As a result, this creates a wealth gap in America, widening the gap between those in poverty and the wealthy. In some countries, property owners have to pay more federal taxes for owning more than one home. Those people can only have one property that they consider primary residence, while every other property is considered a rental property. When they sell that property, they pay more taxes since they used it to make an income.
