On the other hand, protein molecules and RNA molecules can act as enzymes and catalyze reactions. Why is that?

because the specific role of DNA is to CODE for protein, not act as protein.

DNA is a very important molecule and cannot risk being damaged. DNA will stay in the cell nucleus while messenger RNA (a molecule that is copied segment of the DNA code) will be used to synthesize proteins in a ribosome. A process called translation.
