It would hypoventilation because it's possible that the spinal cord is pressing down on his lungs making it harder for him to breath which could possibly mean him going into respirtory failure.

I'd pick #1 because a decrease in oxygen below 50 mm of Hg is evidence of a decline in respiratory efforts, and leads to subsequent respiratory failure. Normal range is PaO2 = 75-100 mmHg.
