If atmospheric composition does not change with altitude, why do humans suffer oxygen deprivation above about 3,600 m?

The concentration of oxygen begins to become less concentrated as one ascends into a higher altitude; in other words, it's not the chemical content of the atmosphere, it's the way in which the chemicals in question behave.
