Kirby believed that the private sector should have a stronger role in health care delivery.
Kirby concluded that the present Medicare system is not sustainable. (The Romanow Commis-sion concluded it was sustainable.)
Instead of a National Health Council, as recommended by Romanow, Kirby suggested an ap-pointed council of fewer members with limited advisory functions.
