Potential energy is energy with when the body is at rest and at a height.The formula of Potential energy is given by P= mgh.The kinetic energy is given when the body is in motion.The formula of kinetic energy is given by K= 1/2 m v^2.

A man standing is the aisle of a moving bus has a potential energy with respect to the bus but has a kinetic energy with respect to the ground.So it depends with what you are comparing to.Hope this helps.

The answer is YES!

Lets look at a simple example. Riding a skate board is scientifically the same as riding a bus. If you bang into someone while riding skateboard, he will move in the you were. Like wisely if some one make the bus disappear suddenly when you are riding, you will find yourself flying in air  and if you bang into someone, he will move as well in you moving direction.

It is the proof that the person will have Kinetic Energy.
