How did the political climate in the United States aid the formation of a system that incorporated the theme of conservation?

Much of the forest land that is used for timber harvesting is publicly owned but is often sold to bigger companys such as Boise inc..
Many people use timber harvesting as a way to make money, depending on the zoning of that piece of property and state regulations, people harvest the timber to turn a profit - then sell the property.

hope this information helps you out.
