Yes. Hydrophillic substances tend to assosciated with water and be dissolved by it. They are usually polar.

Hydrophobic substances exclude water and thus do not dissolve in it. They are usually nonpolar.

think about the cell membrane. Water can't flow in, because of the hydrofobic character of the membrane.
