Why is it essential that the reduced TTC be insoluble? Why is there less concern about the solubility of oxidized form of TTC?

If you are referring to Triphenyl tetrazolium chloride, then I would guess that it is because this TTC is used as a redox indicator and is soluble in water. Without knowing the solvents you are using it is difficult to speculate what type of answer you're looking for.

When TTC is added to the medium, it serves as an indicator of bacterial growth. TTC is rapidly reduced to insoluble red formazan by most organisms. Lactose fermenting organisms continue to provide yellow to greenish-yellow colonies. Non-lactose fermenters appear red due to uptake and reduction of the TTC.
