Simon maintains that athletes may differ in their capacity to benefit from performance
  enhancing drugs, and
 
  a. differing capacities to benefit from drugs is not what athletic competition is supposed
  to measure.
  b. that is no different from some athletes being naturally faster runners or receiving
  greater benefit from weight training.
  c. therefore, a full range and variety of performance enhancing drugs should be equally
  available to all athletes who choose to use them.
  d. that gives some athletes too much of an advantage over others, and disrupts the
  competitive balance.
  e. but that cannot be known with certainty until the use of performance enhancing drugs
  becomes more widespread.
