What is meant by Km does not vary when the enzyme concentration is changed?  What does this mean?

When an inhibitor occupies the enzyme, Km changes. Therefore, if you increase the number of enzymes, Km will not differ because this does not affect whether or not the enzyme is being inhibited. Does that make sense or would you like me to elaborate?
