In the late 1960s and early 1970s it was suggested that health systems agencies (HSAs) plan services based on local health needs assessment, diagnosis, and implementation of needed services.
 
  Only services documented as needed were allowed. Why, after this plan was implemented and effective, were HSAs discontinued? Select all that apply.
