If, under the neutral theory, most mutations are deleterious, why is the genetic varia-tion of natural populations usually high?

Under the neutral theory, deleterious mutations are quickly eliminated by natural se-lection. Only those alleles that have a negligible impact on fitness will segregate in a population.
