Are employees considered to be on the clock while engaging in professional development activities?
 
  a. Some personal time and commitment may be required of the employee
  b. All time spent on development is beneficial to the employee and thus personal time
  c. All time spent on development is beneficial to the operation and thus employee should be compensated
  d. Federal law requires employees must be paid for time spent to benefit the employer
