When providing testimony:
 
  a) It is not necessary to have any written or prepared text, but it is important to use emotion in the
  testimony, as this is more influential than sterile, hard data.
  b) Write out testimony in advance, provide a copy of the written testimony to committee memebers,
  and provide rationale that include both data and personal experience.
  c) The only criteria is that the person testifying relay a stirring, personal experience regarding the
  issue at hand in order to effectively sway the committee members.
  d) A concise written testimony accompanied by hard data is critical, as these are the only forms
  evidence accepted by committee members.
