The enzyme is able to bimolecularly cut the RNA. It has binding sites for the RNA, so that when the RNA binds to the enzyme, it changes the shape of the RNA so it becomes cleaved. The base simply denatures the RNA by interacting with all the amino acids in a non-specific manner.
