Schedule II controlled substances may be ordered by:
 
 Only one pharmacist at each individual pharmacy, who has been given a power of attorney to obtain and execute official DEA order forms for these drugs
  Any person who has access to DEA form 222, and has been designated as the official purchaser of these drugs for the pharmacy
  Any pharmacy technician who has access to DEA Form 222
  Any person who is authorized to obtain and execute official DEA order forms for these drugs through the granting of a power of attorney
