The issue of state sovereignty, alien to most cultures, is fundamental to the American system of criminal justice. Each state is sovereignhaving its own constitution, criminal code, and rules of procedure. Such sovereignty is limited only by provisions of the U.S. Constitution that directly apply to the states.
