Traditionally, gambling consisted of the easiest accessible materials: dice and cards. However, as America grew and became more civilized, the games became more sophisticated. Historically, gambling has been associated with shysters, conmen, and criminals.

The criminal aspect of gambling has long been a part of American culture. However, in the 1960s, as the story goes, Howard Hughes liked the penthouse suite at one of the casinos so much that he wanted to stay there all the time. So, Howard bought the casino and did change the policy. About this time, William Harrah began to buy into the casino/hotel business with other major corporate geniuses. Nevada law was changed in the late 1960s to permit corporate ownership of casinos rather than only individual ownership. This entry into the industry by corporations was the beginning of respectability for casinos.

The corporate tycoons began to run the casinos like traditional big business operations. Big business meant automated systems. The new computerized systems improved efficiency and minimized possible discrepancies in transactions such as illegal manual entries. Auditing also became easier. The Nevada Gaming Commission required that casinos store a minimum of seven years of reports. Now, satellites allow data to be stored elsewhere with multiple collecting sites so that there is no downtime for backups. In fact, the use of technology by governmental agencies to monitor such activities is quickly becoming a necessity due to the large number of activities that need to be monitored and the increased sophistication of illegal activities.

Seeing the money that casinos can generate, Atlantic City began to explore its options. Originally an elegant seaside resort for New York City residents to cool their summers, by the 1960s, increased tourist travel by planes and trains had eroded Atlantic City's clientele. As one reporter put it, It is a slum by the sea. How could the city be revitalized? Gambling came to mind, but there was a deep concern about mob control of the casinos. Whereas Nevada regulations had been laissez faire, New Jersey gaming regulations were written as ultra-conservative. They created an abundance of laws and regulations to make casinos toe the line for respectability. Then, as Native American casinos and riverboats opened, people began to see that casinos were respectable. As Steve Wynn said Casinos are recreation and entertainment. The high point of respectability was Steve Wynn's award for 1994 Independent Hotelier of the

World. Casinos are now so accepted and respectable that casino stocks are traded on Wall Street.
