1, Define administrative discretion as the authority of bureaucrats to select among various responses to a given problem.
2, Describe how the police officer could use administrative discretion to be lenient on small-time marijuana users. Rather than issuing a citation or arresting the user, the officer could instead issue a formal or informal warning or ignore the infraction altogether.
