I didn't realize the links contained a video stream. Here's my revised take. Opening up windows may regulate internal pressure in high rise building whose exterior is entirely glass, but in terms of cost effectiveness, you're better off having them closed to prevent the potential of internal damage as opposed to leaving them open and be certain internal damage occurs. Also, given that all windows have a natural vibration and a breaking point, opening them may still lead to damage if the window is thin enough or hinged in a way that makes them vulnerable to damage.
