I was confused about how to apply the exponent laws to an equation like this.

You see how you have two sets of parentheses (brackets)? Inside the brackets are factors x and y. When the parentheses are raised to an exponent, the exponent gets distributed to the two factors inside, so you multiple the -3 exponent into x, it becomes x^-3 and you multiple -3 into y^(1/2), so it becomes y^(-3/2). The same applies to the other backet set.
