A local school board would like to test the hypothesis that the proportion of Americans who think unions have a positive effect on schools has decreased this year when compared to last year. A random sample of 160 Americans last year found that 48 felt unions have a positive effect on schools. A random sample of 140 Americans this year found that 28 felt unions have a positive effect on schools. Define Population 1 as this year and Population 2 as last year. Construct a 90% confidence interval for the difference in population proportions and interpret the results.

Because this confidence interval does not include zero, we reject the null hypothesis. Therefore, the school board can conclude that the proportion of Americans who think unions have a positive effect on schools has decreased this year when compared to last year.
