On the question of whether hate-speech codes are viewpoint-neutral, Altman states that

  c. the question cannot be answered generally, but only on the basis of examination
  of each specific code.
  d. the question cannot be answered because it is incoherent and assumes a perfectly
  neutral perspective that is impossible.
