C is when the axon is at its maximum depolarization state. Beyond this point, it becomes re-polarized (starts to become negative again).

To elaborate Beth,

the sodium channels close at the peak of the action potential, while potassium continues to leave the cell. The efflux of potassium ions causes a decrease the membrane potential or hyperpolarizes the cell.
