The presence of the strong base, NaOH, will force the dissociation of the weak acid.

HF (aq) + NaOH  (aq) Rightwards Arrow F- (aq) + Na+ (aq) + H2O (l)
 
The balanced ionic equation is:

HF (aq) + Na+ (aq) + OH- (aq) Rightwards Arrow F- (aq) + Na+ (aq) + H2O (l)

The net ionic equation (with spectator ions removed) is:

HF (aq)  + OH- (aq) Rightwards Arrow F- (aq)  + H2O (l)
