In the paper Sarah posted, it states that Chytridiomycetes are the closest relatives of the nonflagellated fungi. Chytridiomycetes were the first class to diverge at the base of the fungal branch; so technically they are important. Chytridiomycetes bear a flagella, this is a characteristic of most protists; thus it is referred to as a higher fungi. At the same time, these fungi are related to fungi on the basis of characters that they share with the nonflagellated classes of fungi.
