The condition the runner is experiencing is sciatica, or irritation of the sciatic nerve, which may be caused by tightening of the hamstring group of muscles that surround the nerve. Additional stretching may alleviate some of the muscle tightness, but typically the runner would need to reduce her exercise for a period of time to let the nerve recover.
