It is known in psychology as 'social loafing'  i.e in a group effort one or two will 'hide' their lack of effort.

Social loafing; Give everyone an individual role to play and a piece of the project for which they are responsible. This will show them the value of their contribution and hold them responsible for at least during some of the work.
